Clifford M. “Matt” Conner serves as the Director for the Intelligence Community Chief Information Officer (IC CIO) Cybersecurity Group (CSG). CSG oversees IC-wide efforts to safeguard the Intelligence Community Information Environment (IC IE) and proactively applies multiple oversight levers (e.g., governance, policy, standards, architecture, engineering, risk management, and testing) to drive a secure, robust, and integrated IC IE aligned with IC mission-related objectives and strategies. In his role, Matt also serves as the IC Chief Information Security Officer (IC CISO).
Matt brings over twenty years of experience in the cybersecurity field to this important position. Previously, Matt spent over three years as the CISO and Director of the Cybersecurity Office at the National Geospatial-Intelligence Agency (NGA). In that position, he was responsible for the day-to-day operations of the cybersecurity program to protect and secure NGA’s critical missions and information enterprise. He led a combined civilian, contractor, and military workforce of cyber professionals serving throughout the country.
Previously, Matt worked at General Dynamics for seventeen years where his assignments included providing worldwide cybersecurity support to the National Reconnaissance Office. Throughout his career, Matt has conducted risk management activities, penetration tests, vulnerability assessments, and social engineering exercises for commercial customers in the healthcare, financial, and manufacturing sectors, as well as the Intelligence Community, the Department of Defense, and the National Aeronautics and Space Administration. Matt also has extensive training experience in securing operating systems, engineering and administering multiple vendor firewalls, and conducting social engineering.
Matt has both a bachelor’s degree in Information Technology and a master’s degree in Information Security from the University of Maryland Global Campus. He, his wife Lauren, and their two children, reside in northern Virginia.
